Notice of the new rules for entering Japan from 1 July 2020

Notice from Immigration Services Agency of Japan;


Due to the spread of coronavirus infections, the range of foreigners who are not permitted to enter Japan was expanded, effective 1 July 2020 as follows; 


1. Addition of target areas for refused entry (Ministry of Justice)

The entire area of the following 18 states are designated as target areas for refused entry pursuant to Immigration Control and Refugee Recognition Act (Note 1). Any foreign national who has stayed in the following areas within the past 14 days, unless there are special circumstances, shall be refused for entry (Note 2).


People's Democratic Republic of Algeria, Republic of Iraq, Kingdom of Eswatini, Republic of Guyana, Republic of Cameroon, Republic of Cuba, Republic of Guatemala, Grenada, Republic of Costa Rica, Jamaica, Saint Vincent and the Grenadines, Central African Republic, Republic of Nicaragua, Republic of Haiti, Islamic Republic of Mauritania, Lebanese Republic


(Note 1) The total number of the target areas for refused entry including this addition is 129 states and regions.

(Note 2) Foreigners with the status of residence of "Permanent Resident", "Spouse or Child of Japanese National", "Spouse or Child of Permanent Resident" or "Long-Term Resident", who have departed from Japan with Re-entry Permission by 30 June 2020 and reenter Japan with the Re-entry Permission from the above 18 additionally designated states as target areas for refused entry, will be treated in principle of as people in special circumstances. However, this shall not apply to foreigners who will depart Japan on or after 1 July 2020. It should be noted that "Special Permanent Resident" is not subject to refused entry.

2. Strengthening quarantine (Ministry of Health, Labor and Welfare)

Entrants who have stayed in the target areas for refused entry listed in paragraph 1 above within the past 14 days are subject to conducting PCR tests.


3. Maintain ongoing border measures

According to the notification dated 25 May 2020, the due date for implementing measures such as strengthened quarantine, visa restrictions, restrictions of arrival airports for passenger aircraft and reduction of the number of arrival passengers was the end of June 2020. However, this due date is renewed to extend to the end of July 2020. The period may be renewed.


The measures described in paragraph 1 and 2 above will be implemented for the time being from the beginning of 1 July 2020 (at 00:00 Japan Time). The measures shall apply to any person who has departed from foreign countries before the implementation and arrive in Japan after the implementation.
